Ravshan Sabirov

Tashkent Office Director

Mr. Sabirov graduated from Moscow State University with a degree in physics. He worked as a research analyst for the quantum electronics laboratory at Samarkand State University and has publications in the American Scientific Journal "Science." He then worked for the T.A.C.I.S program in Samarkand as the local director of the Small & Medium Enterprise Development Agency where he did extensive consulting in Europe. For two years he worked as the vice manager of the Afrasiab Hotel, the largest four star hotel in Samarkand. He has worked as director of programs for various other international organizations in Uzbekistan supporting economic reforms and information access/ communications. He also coordinates Russian and Central Asian tours into India, Tibet and Central Asia. He has represented O & S Consulting in Central Asia since 1999 and has done extensive promotion in Europe and Asia of tourism in Uzbekistan. He speaks fluent Russian and English.

Erik Owen

Seattle Office Director

Mr. Owen holds a masters degree in English Literature and taught technical writing courses at Western Washington University.  He also has undergraduate degrees in the religions of China, India & Asia, and literature from Central Washington University. He worked in Moscow and Samara, Russia as a technical trainer in the sphere of education and as a freelance foreign affairs journalist. He worked as foreign affairs correspondent and the general editor for The Central Asian News in Central Asia. He also worked for various international organizations as a university training coordinator working with higher education programs in Tashkent.  He has been the general manager of O&S Consulting since founding the company in 1998.  He oversees grant management, reporting, grant monitoring, market analysis teams and logistics for trainings in Central Asia, and has experience in Uzbekistan, Turkmenistan, Tajikistan, Kyrgyzstan and Kazakstan.  He speaks fluent Russian and English.

Aziz Sabirov

Technical & Computer Advisor/ Grant Monitoring

Mr. Sabirov has a master's degree in physics from the Moscow Engineering/Physics Institute. For two years he continued working in the post graduate faculty as a research analyst for laser physics in Moscow. He then taught computer science for several years at Samarkand State University. He was hired by Perdca (Project for Economic Reform and Development in Central Asia) as director of information services. Further he worked for Uzbek/American Insurance Co. (UZAIG) as their systems and finance manager. He has worked for O&S Consulting since 1999. He speaks fluent Russian and English

Umid Turunov

Consulting/ Market Analysis

Mr. Turunov graduated from the Oriental Studies Institute in Tashkent at the Department of International Economic Relations. Previously, he attended Soka University and Sophia University, both in Tokyo, Japan where he studied Economics and International Relations. He then worked as the assistant to the Chief Representative of the Sakura Bank Ltd. Representative Office in Tashkent. He has worked for O&S Consulting since 1999 in the area of market analysis and international partners. He speaks fluent Russian, Uzbek, Japanese and English.

Albina Sabirova

Lead Technical Trainer

Ms. Sabirova graduated from Samarkand State University with a degree in physics after which she taught physics and mathematics at the university. She has since worked as a technical trainer/ contractor for: Counterpart Consortium, OSCE, Samarkand Private Management Consulting Company, and with various Swiss Companies. She speaks Russian, English, Uzbek and Tatar. She has worked with O&S Consulting since 1999 as lead trainer for Business Correspondence, Business Communication, Planning, Time Management and logistics for all seminars.

Aziz Arib

Construction Management

Mr. Arib oversees construction management in Uzbekistan, Kyrgyzstan, Kazakhstan and Afghanistan.  A native Pashtun from Kabul he has extensive experience in Afghanistan in construction contracting, import-export of cement, gas, building materials, and prefabricated houses and storage.  He has worked as construction manager for O&S Consulting since 2000.  He speaks fluent Russian, English and Farsi.    

Sunnat Shermuhamedov

Logistics Manager

Mr. Shermuhamedov graduated from the Aviation Technology University in Tashkent, Uzbekstan where he received a higher degree as a Constructor in Mechanics and a minor degree in Mathematics. He then worked for the Ahmadjon Company in construction metal sales. He has worked for O&S Consulting since 1999 in the areas of logistics, purchasing, and scheduling. He speaks fluent English, Uzbek and Russian.

Elena Shmaey

Human Resources Coordinator

Ms. Shmaey graduated from the State Architecture and Construction Institute in Samarkand, Uzbekistan with a degree in Engineering. She has worked as a consultant and advisor at: the Bilim va Jamiyat Training Center, the Umidvorlik Support Center for Disabled Children, the Information Consulting Center in Samarkand, and the vocational training school in Samarkand. She has worked for O&S Consulting since 1999 as a human resources coordinator, financial and legal support advisor, and manager of marketing and sociological research. She speaks Russian, English, Uzbek and Tajik.
